On March 18, 2019, Federal Government announced the names of the four companies and consortiums invited to participate in the tender procedure for the development and construction of the new oil refinery to be located in the municipality of Dos Bocas, Tabasco State.

As per the information provided by the Energy Ministry, the State-Owned Productive Company, Petróleos Mexicanos (“PEMEX”) selected the best companies in the world involved in the construction of oil refineries, which have the technical and economical capabilities for developing this project, including high operational standards with proven ethical codes and a responsibility sense.

The four companies and consortiums to whom invitations were delivered are:

  1. Bechtel – Techint consortium;
  2. Worley Parson – Jacobs consortium;
  3. Technip; and
  4. KBR. 

As referred by the Energy Ministry, the company / consortium to be selected as project manager will be responsible of: (i) coordinating the project; (ii) carry out the procurement procedures for the equipment; (iii) will supervise and develop the engineering, among other activities.  

Even though the bidding guidelines have not been publicly released, as per official information, same will consider some requirements such as: (i) a minimum of 50% of national content as to guarantee that personnel to be hired for the project are Mexican individuals; (ii) deadline to construct the oil refinery will be of three (3) years.

Federal government has additionally announced that tenders will be called for projects related to the construction of the referred oil refinery, such as pipelines.
