PROJECT OF MEXICAN OFFICIAL STANDARD PROY-NOM-001-ASEA-2018 WHICH SETS FORTH THE CRITERIA TO CLASSIFY THE SPECIAL HANDLING WASTES OF THE HYDROCARBON SECTOR AND DETERMINE WHICH ARE SUBJECT TO A HANDLING PLAN.

PROJECT OF MEXICAN OFFICIAL STANDARD PROY-NOM-001-ASEA-2018 WHICH SETS FORTH THE CRITERIA TO CLASSIFY THE SPECIAL HANDLING WASTES OF THE HYDROCARBON SECTOR AND DETERMINE WHICH ARE SUBJECT TO A HANDLING PLAN.

 

Last November 21, the National Agency of Industrial Safety and Environmental Protection of the Hydrocarbon Sector (ASEA) published the Project of Mexican Official Standard PROY-NOM-001-ASEA-2018 in the Federal Official Gazette (DOF), standard that aims to rule the following:

 

  1. Establish the criteria to classify the Special Handling Wastes of the Hydrocarbon Sector.

 

  1. Determine which Special Handling Wastes will be subject of a Handling Plan, same that must be authorized by the agency, as well as the list of said wastes. The later to minimize the generation of wastes as well as to harness, recover and even use these wastes as inputs in another productive process.

 

  1. Establish the elements to prepare and manage the Handling Plans for both hazardous wastes and special handling wastes within this sector.

 

The project of Official Standard will be available to individuals and private legal entities for comments for a 60-calendar day period counted from the date of publication, this is, from November 21, 2018 and until January 20, 2019.

 

Once the project of Mexican Official Standard is approved and the standard, in its final version is published in the DOF, it will enter into force 60 calendar days after its publication and will replace Emergency Mexican Official Standard NOM-EM-005-ASEA-2017, published last October 31, 2017 and in force until last November 2.

 

The standard will be mandatory for Large Generators of Hazardous Wastes and of Special Handling Wastes conducting any of the activities of the Hydrocarbon Sector foreseen in article 3, section XI, of the National Agency of Industrial Safety and Environmental Protection of the Hydrocarbon Sector Act.
