EXPERIENCE
With more than 17 years of experience in tax matters, Rodrigo Torres has developed a strong practice focused on tax controversy, litigation, and consulting, advising domestic and international companies in industries such as aerospace, mining, consumer packaged goods, metal cutting, and machining.
Since joining Basham, Ringe y Correa in 2013, Rodrigo has advised domestic and international companies across various industries on the design and implementation of tax and legal defense strategies, providing comprehensive, business-oriented solutions in complex domestic and international matters.
He has also participated in highly complex and economically significant matters, including the development and implementation of tax defense strategies against audits conducted by the Mexican Tax Administration Service (SAT).
RECENT MATTERS
The significant areas in which he formulated and executed legal defense strategies, both at the national and international levels, are as follows:
- Developed and implemented a comprehensive tax defense strategy in response to ten audits conducted by the Mexican Tax Administration (SAT) against a U.S.-owned business group operating within the packaged consumer goods sector, addressing a potential tax liability exceeding $580,000,000.00 USD.
- Formulated a tax defense strategy to assist a Swiss-owned company, which specializes in the manufacture and sale of products and services related to mining, rock excavation, rock drilling, rock processing, metal cutting, and machining, resulting in the successful recovery of Value Added Tax (VAT) balances totaling over $18,000,000.00 USD.
- Provided ongoing assistance to an aerospace company regarding various tax proceedings initiated by the Mexican tax authority. Recently, successfully prevented a tax liability exceeding $15,000,000.00 USD.
PUBLICATIONS
He is a co-author of the books “Practicum, Controversia Fiscal,” published by Thomson Reuters in 2022, and “Derecho Contencioso Fiscal,” published by Tirant Lo Blanch in 2026.
SPEAKING ENGAGEMENTS
He has served as a speaker and panel moderator on tax-related topics for several prestigious organizations, including the Illustrious National Bar Association (INCAM), the National Association of Corporate Lawyers (ANADE), the Mexican Employers’ Confederation (COPARMEX), the Mexican Institute of Finance Executives (IMEF), and the Mexican Academy of Tax Law, among others.
He is an active member of the Taxation and Fiscal Policy Committee of BIAC (Business at the OECD), which represents the business community's officially recognized voice at the OECD on various global economic policy and governance issues.
He is a certified attorney and active member of the National Association of Corporate Lawyers (ANADE), where he has held multiple roles, including Technical Coordinator of the Tax Law Committee, Member of the Board of Directors, Deputy Coordinator of the Tax Law Committee, and Deputy Coordinator of the Young Lawyers Committee.
He is also a member and active contributor to the Mexican Employers’ Confederation (COPARMEX), where he has been appointed on several occasions as the confederation’s representative before the Business Coordinating Council and the Office of the Taxpayer Advocate (Mexican Tax Ombudsman).

ACADEMIC ACTIVITY
He has served as a professor in graduate programs at various universities, including UNAM, IBERO, and the Universidad Panamericana (Guadalajara Campus).
Currently, he is a lecturer in Tax Law, Tax Procedural Law, and International Taxation at the TEC de Monterrey, Mexico City Campus and Santa Fe Campus.
